WILLIAM KOFI BAFFOE-MENSAH
William has an extensive leadership, networking, mentoring and management skills having served in various managerial capacities in the fields of intelligence and security under the National Security Council (NSC) for the past twenty eight years. He is a team player. results-oriented and astute gentleman, affable, tolerant, God-fearing and has a great respect for cultural and religious diversity.
Beyond these qualities, he has rich experience in nuclear safety and security matters having participated in a number of IAEA training programmes, seminars and conferences since the last fourteen years. Indeed, his background in Physics, Security and Intelligence Management has given him great leverage in most of these programmes and practically applying the knowledge gained. He had his Secondary School Education at St. Augustine’s College in Cape Coast and Bachelor of Science degree in Physics and Diploma in Education at the University of Cape Coast. He continued his education at Ghana Institute of Management and Public Administration (GIMPA) and University of Ghana respectively whilst working and obtained Post-graduate Diploma in Management and Public Administration and Master’s degree in Business Administration with Management Information Systems specialization. In addition to these academic achievements, William is an alumina of United States Telecommunication Training Institute, USA having completed diploma courses in Practical Applications of Spectrum Management and Spectrum Monitoring and Radio Frequency Management. William was born in Cape Coast in the Central Region. He is married with three children and speaks fluent English, little French and two local languages Fanti and Twi. He is a pious Christian. At his leisure time, he will prefer playing badminton, chess or reading. His ambition is to develop an enhanced and well integrated security and intelligence architecture that well help safeguard his country.
Currently, he doubles as the National Focal Point (NFP) for European Union (EU)-Chemical Biological Radiological and Nuclear (CBRN) Center of Excellence (COE) Risk Mitigation Initiative and Coordinator for the United Nations Security Council Resolution 1540 Technical Committee. His primary responsibilities as NFP include working as a primary interlocutor of the CBRN CoE Initiative at the national level and playing a key role in promoting integrated and coherent national CBRN policy. Additionally, William has oversight responsibility on Nuclear Security matters at National Security Council Secretariat reporting directly to the National Security Coordinator.
Having served and acquired rich experience as NSC representative on National Communication Authority (NCA) Board, Radiation Protection Board, National Nuclear Security Committee, Education & Training in Radiation Protection and Waste Safety Committee and Ghana Nuclear Power Programme Organization among others between 2002 and 2015, William was appointed as a Board member of the Nuclear Regulatory Authority, representing the National Security Council in January, 2016.
